Suppress account statments with 0 balance

There must be an easy answer to this, but I can't find it. I simply want the ability to NOT print account statements if the balance is 0, regardless of activity or inactivity of the account.

The current option will only suppress 0 balance statements is there has been NO activity in the current billing cycle.
